PCLL Again
Its intake totally depends on the standard of applicants of that particular year. You can imagine, with a fixed number of places and numerous applicants, the seats are always filled up by the top students in the pool. Minor deviation only happens in the marginal cases. If there are substantial amount of good students with a clear 2.1 and high 2.2 to fill the seats, would it be possible for a low 2.2. or even a 3rd to compete a place? Otherwise, if the standard of that year is relatively low, which means, large number of students possess 2.2 or lower, then more factors will be taken into account to distinguish the eligible applicants.
Just that simple, and it's not much meaning to talk about what grade can get in PCLL this year, as it is an unknown and it's different from year to year.
I've been told that a 2.2 UoL degree and a score of 7 on the IELTS test will likely get you into the PCLL at City University. IELTS is an international English language test that is compulsory for acceptance into the course. Besides the UoL core courses, both Hong Kong universities require Company and Evidence law. If you don't take these as part of your degree, the University of Hong Kong offers intensive summer courses in these two subjects.
